of all problems that can limit performance:

Scenic routing
Excessive round trip times
Improper MSS negotiations or MTU discovery
Reordered packets
Packet losses, congestion, lame HW
TCP sender or receiver buffer space
Inefficient applications

even though any one problem at least partially masks all others
