If option length > 8 bytes assume RFC1323
About 9% of bytes
Can not capture scale multiplier

About 20% of the bytes have 64k windows
Limited to ~8 Mbit/s on long paths

Fully 50% have windows smaller than 20kBytes
These are obsolete systems!
